What happened

In two decisions GAO concluded the administration violated the Impoundment Control Act by withholding appropriated funds without notifying Congress: terminating nearly all EPA Community Change Grants impounded more than $1.4bn, and HHS's Agency for Healthcare Research and Quality left more than $78m of its fiscal 2025 appropriation unspent after terminating over 150 grants.
