What happened
After ICE re-arrested habeas petitioner Yader Cortez Andino minutes after his court-ordered release on October 2, Blackwell wrote "Respondents must comply with the Courts order immediately" and ordered the government to show cause by that afternoon why it should not be held in contempt for missing the order's 48-hour update requirement. An ICE official told Cortez's lawyer, "It's not new; we've been doing this since May."
