What happened

Judge Susan Illston found the RIF notices "both illegal and in excess of authority," granted a temporary restraining order and then a preliminary injunction blocking the layoffs indefinitely. Section 120 of the continuing resolution ending the 43-day shutdown then provided that any RIF taken between 1 October and enactment "shall have no force or effect.".
