What happened
Liggins, then acting Baltimore field office director, ordered agents to re-detain Ethiopian habeas petitioner Ibrahim Mohammed on July 28 despite an order barring re-detention without due process; agents entered by claiming his ankle monitor was malfunctioning. The court held Liggins in contempt, ordered ICE to pay fees and $180 for the time detained, and warned of "additional and more serious sanctions."
