Flores settlement, C.D. Cal., Chief Judge Dolly M. Gee
What happened
Citing a "history of noncompliance," Gee found the government likely violated the 1997 Flores settlement and appointed a special master and an independent monitor to track custody length in three Border Patrol sectors and at the Dilley family residential center, along with conditions and medical care. She ordered quarterly reports; the monitors may recommend sanctions but cannot impose them.
