Trump Unveils $15 Billion Iowa Steel Mill With No Contract, Permits, or Site Secured
Trump, Iowa Gov. Kim Reynolds and Mesabi Metallics chairman Rewant Ruia announced a planned $15 billion steel mill in Lee County at the White House on September 28, 2026, promising 1,750 jobs by 2030. Commerce Secretary Howard Lutnick said "this deal is done," and Trump said the company had "already started building." Reynolds signed $1.36 billion in tax incentives October 2. But county officials said they lacked basic details, and reporting found no site, no permits, and no binding contract.
Announcing investment deals before financing, permitting or site work is locked in raises a familiar credibility question, sharpened here by the timing: the announcement landed three weeks before the midterms, in a state where the administration wanted an economic win to show.
Officials said the site, permits and a final contract could be ready by November. Critics compared the rollout to Foxconn's never-completed $10 billion Wisconsin factory pledge. The project remains, as one report put it, "more of a plan than a factory.
