Trump Warns 'A Whole Civilization Will Die Tonight' as Amnesty Says the Threat May Breach the Genocide Convention

He had already threatened the "complete demolition" of Iran's power plants and bridges. Amnesty International Secretary General Agnès Callamard responded that the statements violate international humanitarian law and may constitute a threat to commit genocide under the Genocide Convention and the Rome Statute, because they describe destroying a national group; more than 200 organizations and experts signed a joint response the same day. Trump announced a two-week ceasefire roughly two hours before the deadline expired.

Deliberate attacks on civilian infrastructure such as power and water systems are prohibited under the law of armed conflict when the expected civilian harm is disproportionate to the military advantage.
