Trump Declassifies Election Files in Primetime Address and Orders Investigations of Intelligence Officials

In a primetime address from the White House on July 16, 2026, President Trump said his administration was declassifying intelligence documents that he described as brand new and irrefutable evidence of election vulnerabilities, claimed China had obtained 220 million U.S. voter files, and said a DHS review had identified 278,000 noncitizens registered to vote in federal elections. He directed DHS to notify states and seek those registrants removal, called on the Office of the Director of National Intelligence, the Justice Department, the FBI and the CIA to investigate why information about Chinese election activity was, in his account, suppressed, and to fire those responsible. He also pressed Congress to pass the SAVE America Act and called mail voting inherently corrupt.

The address turns declassification and federal law-enforcement authority toward a contested account of a past election, and directs investigative agencies at current and former officials over their analytic conclusions. It does not, on its own, change how states administer elections.

Journalists and analysts who reviewed the released files reported that they largely restated material in the intelligence community's 2021 assessment, that one document identified Russia rather than China as the only country assessed to have targeted the 2020 election process, and that Chinese actors had downloaded commercially available voter data rather than breaching a live registration system. The 2021 assessment found no foreign actor attempted to alter voter registration, ballots, tabulation or results. Trump presented no evidence that any vote was changed.
