Trump Demands the Senate Cancel Its August Break — or End the Filibuster — to Pass the SAVE America Act
President Trump demanded on July 27, 2026 that Senate Majority Leader John Thune cancel the chamber's August break until senators pass the SAVE America Act, a proof-of-citizenship and photo-ID voting bill. "John Thune should not allow the United States Senate to 'leave town' until it passes The Save America Act or, far better still, TERMINATES THE FILIBUSTER," Trump wrote on Truth Social. Republicans hold a 53-47 majority, short of the 60 votes most legislation requires, and Thune has said repeatedly that his conference has the votes neither to pass the bill nor to change the rules around it. The break is scheduled to begin Aug. 7. Trump told reporters he has a good relationship with Thune but that the leader has "got to get his job done," and said he had not "even thought" about replacements.
The demand is the latest in a months-long campaign by the president to have the Senate abolish a procedural rule in order to enact federal election requirements before the midterms in which his party's majority is at stake. Trump has said the bill would "guarantee the midterms."
House Republicans have separately advanced a budget framework including $10 billion for voting-related changes aligned with the bill, a route Thune says also lacks the votes. Voting experts have said the measure could disenfranchise some 20 million Americans who lack ready access to birth certificates or passports.
