Trump Revokes Biden-Era AI Safeguards in Early Executive Order

On January 23, 2025, President Trump signed Executive Order 14179, "Removing Barriers to American Leadership in Artificial Intelligence," revoking the Biden administration's prior AI policy framework. The order directed federal agencies to identify and unwind rules built around risk mitigation, bias testing and civil-rights review, and called for a new action plan within 180 days centered on speed and competitiveness.

The administration argued that existing safeguards, including red-teaming requirements and interagency oversight for high-risk models, slowed innovation and risked ceding ground to China in the race for AI dominance. Critics countered that dismantling accountability measures before replacements existed could embed bias and expand surveillance capabilities with little government oversight.

The order set the tone for the administration's subsequent AI policy, which consistently favored deregulation and industry deference over the precautionary approach pursued under the prior administration, and previewed later fights over federal versus state authority to regulate AI.
