Trump's $1.5 Trillion Immigrant Healthcare Claim Debunked

In October 2025, amid a government shutdown fight, President Trump claimed Democrats wanted to spend $1.5 trillion on healthcare for people in the country illegally. Fact-checkers found the figure conflated unrelated numbers: $1.5 trillion was the estimated 10-year cost of the entire Democratic funding proposal, not a healthcare-specific figure, and even the administration's own itemized estimate put healthcare-related costs for immigrants and other non-citizens at roughly $193 billion, most of which covered people in the country legally.

Federal law already bars undocumented immigrants from receiving federally funded comprehensive health coverage, limiting them to emergency care. The claim nonetheless became a central talking point used to blame Democrats for the shutdown.

Despite corrections from FactCheck.org, CNN, and other outlets, the administration did not retract the figure, and it continued to circulate in political messaging during the shutdown standoff.
