State Department Diverts $52 Million in Military Aid to Latin America, Defying a Congressional Hold

The State Department notified Congress in September 2026 that it would redirect $52 million in security assistance originally designated for Slovakia, North Macedonia, Tunisia and Iraq -- funds appropriated to help countries affected by the war in Ukraine -- to Panama, Peru, Ecuador and Colombia instead. Sen. Jeanne Shaheen and Rep. Gregory Meeks placed a hold on the move, arguing the money was "specifically appropriated by Congress for a particular national security objective" and warning that proceeding anyway would have "consequences for the Department's relationship with our committees." In early October 2026, the administration proceeded regardless.

The State Department said the reallocation is "consistent with the National Security Strategy" and aimed at combating "narco-terrorism" and securing the Panama Canal. Bypassing a bipartisan congressional hold on appropriated funds raises separation-of-powers concerns distinct from the policy question of whether the Western Hemisphere spending itself is justified, and echoes other funding disputes between the administration and Congress this year.

The funds have been obligated to the new recipients; no legal challenge to the reallocation has been reported.
