What happened
Judge Allison D. Burroughs held the freeze was unconstitutional retaliation, calling antisemitism 'a smokescreen', and ordered funds restored. Harvard also won an injunction protecting its international-student certification.
Where it stands
DOJ appealed in December 2025 and filed a fresh Title VI suit in March 2026. Harvard has won at trial level on both fronts; appeals continue.
