NYPD Footage Contradicts ICE's Account of Manhattan Shooting That Wounded Driver With Son in Car

NYPD surveillance and body-camera footage released Oct. 12, 2026 shows two plainclothes immigration officers running up to a parked car with guns drawn, one striking a window with a gun barrel before the driver pulls away and officers open fire; the sequence lasts seconds and does not capture the shooting itself. ICE and DHS officials said the driver, Oscar Belgal, refused orders, accelerated and rammed two vehicles, not knowing his 5-year-old son was inside. The released footage, per NY1's reporting, does not show a ramming. NYPD Commissioner Jessica Tisch said officers fired seven rounds; ICE's Marcos Charles called the wound "superficial," while lawyers say a bullet remains in his body.

The gap between the video and the administration's account has sharpened a New York dispute over federal enforcement tactics. ICE has not released its own body-camera footage; DHS Secretary Markwayne Mullin said it would be released but gave no date.

The Bronx District Attorney's office said it is investigating; no charges have been filed against the officers. Belgal, who separately faces a narcotics-sale case, remains held at a federal jail in Brooklyn after a judge temporarily barred his removal. Mayor Zohran Mamdani called the shooting "an outrage."
