What it is
A proposed $5 million top tier of the Trump Gold Card residency programme
Who did it
President Trump and Commerce Secretary Howard Lutnick; no executive order or statute creates it
Detail
Announced alongside the Gold Card in September 2025, though reporting differs on whether the fuller unveiling came then or in December 2025. The government's own site, trumpcard.gov, still lists it as 'Coming Soon' with a waiting list and no applications open, and warns there is no assurance the $5 million contribution will hold. A holder would pay $5 million plus a $15,000 DHS processing fee to reside in the United States up to 270 days a year without being subject to US tax on non-US income. The September 2025 executive order that created the Gold Card does not mention a Platinum Card, and Commerce Secretary Lutnick has said the tier needs approval from Congress before it can launch. Immigration lawyers question whether the executive branch can create a visa category or a tax exemption without legislation at all.
