ICE Whistleblower Says Officers Were Hired Before Fingerprints and Background Checks Were Finished

A newly released whistleblower complaint shows that a unit chief in ICE's Office of Professional Responsibility warned the Department of Homeland Security's inspector general in an August 2025 memo that the agency was making final job offers to officers before preliminary vetting steps, including fingerprints, identity verification and credit checks, had been completed. The official wrote that this unprecedented lowering of standards sacrifices proper risk mitigation for expediency, placing DHS at risk of infiltration and insider compromise.

The complaint bears on whether a hiring surge financed by Congress outpaced the safeguards meant to keep unsuitable people out of armed federal law enforcement.

ICE announced in January that it had hired 12,000 new officers in less than a year, a spree financed by a 75 billion dollar infusion from Congress and fueled by a 50,000 dollar signing bonus. The inspector general has said it is already examining ICE hiring and training. ICE said the whistleblower has left the agency and that its vetting office applies the proper regulations.
