ICE Fast-Tracks $100 Million Program to Map Enforcement Targets' Family and Associates

Federal procurement filings posted to SAM.gov show ICE is fast-tracking a roughly $100 million intelligence program, "ERO ONE," that would place more than 140 cleared contractors in over two dozen U.S. cities to map the networks, family and associates of enforcement targets using tools reported to include cell-site simulators, facial recognition and Palantir's ImmigrationOS. The solicitation does not specify whom the program is meant to target.

The ACLU's Jay Stanley called the plan "the construction of an internal spying agency" and "a nightmare in the making"; a former DHS contractor said its breadth suggests goals beyond immigration enforcement. DHS did not say whether it could be used against political opponents.

The contract has not been awarded; filings point to a solicitation around December and an award in early 2027.
