ICE Custody Death Toll Hits 58 as Costa Rican Detainee Dies With Diabetes Untreated, Family Says
Carlos Josue Marchena Marchena, a 36-year-old Costa Rican detainee, was found unresponsive on September 18, 2026, at the ICE-contracted Winn Correctional Center in Winnfield, Louisiana, and was pronounced dead nearby. His family and a fellow detainee told the Associated Press he had complained for weeks of missed insulin injections and inadequate food and water while being moved between facilities. ICE said he received appropriate medical care; the cause of death remains pending.
Marchena was at least the 58th person to die in ICE custody since Trump returned to office, and the third to die at Winn since April, which a June 2026 inspector general inspection had already found fell short of federal medical-care standards.
The neglect allegations are disputed; ICE and the facility's operator say the death is under review.
