Bipartisan Housing Bill Becomes Law Without Trump's Signature Amid Voter-ID Standoff
The 21st Century ROAD to Housing Act became law without President Trump's signature after the constitutional 10-day window expired at 11:59 p.m. ET on July 10, 2026. Congress passed the bill in June with broad bipartisan support and House Speaker Mike Johnson presented it to the president on June 29. Trump cancelled a planned signing ceremony, called the measure "a big yawn" and "of minor importance," and said he would sign it only if the Senate first passed the SAVE America Act, a bill requiring documentary proof of citizenship to register and photo ID to vote that lacks the 60 votes needed to advance.
