House Passes an $8 Billion Ukraine Aid Bill 226–195, Going Around GOP Leadership to Rebuke Trump

The House passed the Ukraine Support Act on June 4, 2026 by 226 to 195, with 18 Republicans joining all but one Democrat. Sponsored by Rep. Gregory Meeks, the bill would authorize $8 billion in loans to Ukraine and NATO allies through the Foreign Military Financing program, more than $1 billion in additional funds for Ukraine, Baltic security and Radio Free Europe, and new sanctions on Russia. It reached the floor only after enough Republicans crossed over to circumvent GOP leadership, which had blocked a vote. Secretary of State Marco Rubio had told a congressional hearing that week that Russia-Ukraine negotiations had stalled.

The procedural route matters as much as the substance: rank-and-file members of the president's party forced a vote their own leadership had denied, on a foreign policy the administration opposes.

The bill went to the Senate, where NBC News reported it faced a steeper path among Republicans, and would need the president's signature to become law.
