Trump Suspends New Foreign Student Visas for Harvard

On June 4, 2025, President Trump signed a proclamation suspending entry of new foreign nationals seeking to study at Harvard University under F, M, or J visas, and directed the State Department to consider revoking visas of current Harvard students. The administration cited Harvard's financial ties to China and alleged national-security concerns as justification.

The move followed months of escalating conflict between the White House and Harvard over campus antisemitism, DEI policy, and institutional independence, and came weeks after DHS separately moved to strip Harvard's certification to host international students. Universities and civil-liberties groups called it retaliation against an institution perceived as ideologically hostile to the administration.

Two days later, a federal judge in Massachusetts issued a temporary restraining order blocking enforcement of the proclamation. The episode intensified concerns that immigration authority was being used as leverage against a specific university rather than through general policy.
