What happened

After Alsup and Bredar ordered roughly 25,000 probationary employees reinstated, agencies emailed staff that they were reinstated and simultaneously placed on administrative leave — paid, but with laptops and phones returned, email suspended and instructions not to come in. Alsup ordered them returned to their posts, holding that administrative leave "is not allowed by the preliminary injunction, for it would not restore the services the preliminary injunction intends to restore.".
