- What happened
- Twenty states challenged the 27 March directive cutting 10,000 employees, collapsing 28 divisions into 15 and closing five regional offices. DuBose issued a preliminary injunction, finding the action "arbitrary and capricious as well as contrary to law," and denied all motions to vacate or stay on 18 July. HHS proceeded with the layoffs after the Supreme Court lifted a separate district-court block.
