DHS Says the Man Killed by an ICE Officer in Houston Was Not the Intended Target

On July 10, 2026, the Department of Homeland Security said that Lorenzo Salgado Araujo, the man shot and killed by an ICE officer in Houston days earlier, was not the intended focus of the immigration enforcement operation. A DHS official told PBS NewsHour that officers "were almost at the target's address when they observed a white van with an individual who resembled the target." Federal officials say the officer fired in self-defense after Salgado Araujo "weaponized his vehicle," but have not produced evidence for that account. Hugo Balderas-Ibarra, a lawyer for three men who were in the vehicle, said his clients' account differs sharply from the agency's and demanded an independent investigation. Federal officials have not released the name of the officer who fired.

The admission that the man killed was not the person officers were seeking goes to the identification practices and use-of-force standards governing an enforcement surge that has been operating at high volume. Accounts from the surviving passengers and from the agency remain in direct conflict.
