What happened

FEMA announced in April it was "ending" BRIC; in a July declaration it asserted it had not ended the programme "contrary to publicity otherwise." An injunction barred spending BRIC funds for non-BRIC purposes. Pennsylvania lost 47 projects, Michigan 27.
