What happened
Cobb held the defendants "exceeded the bounds of their authority under Title 49" by using the Guard for "non-military, crime-deterrence missions" without a request from civil authorities. She stayed her order to December 11; troops did not leave and DOJ said the mission could run into summer 2026.
