White House Offers Universities a 'Compact for Academic Excellence' Tied to Federal Funding

On October 1, 2025, the White House invited nine universities, including MIT, the University of Pennsylvania, Vanderbilt, Dartmouth and Brown, to sign a "Compact for Academic Excellence in Higher Education" in exchange for preferential access to federal grants and administration engagement. The compact asked schools to commit to admissions and hiring standards favored by the administration, cap international enrollment near 15 percent, adopt specific gender-related policies, and take a harder line against campus protesters.

Critics said the offer used federal money as leverage to reshape university governance and campus policy well beyond the government's traditional grant-making role, effectively conditioning research funding on ideological alignment.
