Naturalization Ceremonies Canceled for Applicants From 19 Countries

Beginning in December 2025, the Trump administration abruptly canceled naturalization ceremonies for immigrants from 19 countries designated "high risk" in a December 2 Department of Homeland Security memo, pausing their citizenship applications for review. The administration tied the review to the fatal shooting of a National Guard member near the White House, allegedly by an Afghan national who had entered the U.S. legally years earlier. Officials framed the pause as a security precaution, but immigration attorneys said applicants who had already cleared every required vetting step were left in sudden limbo with no individualized findings or clear timeline for resolution.

Lawmakers, including Senators Ed Markey and Representatives Lizzie Fletcher and Pramila Jayapal, have demanded answers and introduced legislation in response. The episode illustrates how a single criminal case can be used to justify broad disruption of a legal, multi-year immigration pathway for thousands of unrelated applicants.
