'Campus Accountability' Executive Actions Expand Federal Power Over Universities

Starting in late January 2025 with an executive order on combating campus antisemitism, and continuing through the spring, the Trump administration launched a series of executive actions asserting new federal authority over colleges and universities. The Education Department's Office for Civil Rights sent warning letters to roughly 60 universities under investigation for alleged antisemitic discrimination, and a federal task force announced campus visits, with an April 2025 order also targeting college accreditation.

Officials framed the actions as addressing antisemitism, ideological bias and administrative failures. Critics, including some university leaders and civil-liberties advocates, said terms like "hostile environment" were left vague enough to invite politicized enforcement and reached well beyond the administration's traditional civil-rights role.

The actions marked a expansion of federal involvement in university governance, funding conditions and campus speech, setting up the funding fights and legal battles with individual schools that followed later in the year.
