Trump Floats $2,000 Tariff 'Dividend' Checks Amid Economist Pushback

In November 2025, Trump proposed sending a "dividend of at least $2,000" to most Americans, framing it as a payout funded by tariff revenue that he said foreign countries were effectively paying. Treasury Secretary Scott Bessent said eligibility might be capped around $100,000 in household income but acknowledged the idea had not been formally discussed with the president and no concrete plan existed.

Economists disputed the premise. Tariffs are paid by U.S. importers and largely passed to consumers through higher prices, not by foreign governments, so the proposed rebate would functionally return a fraction of a cost Americans had already absorbed. The Tax Foundation modeled several versions of the plan and found all of them would cost well more than projected tariff revenue for the year; one version was estimated at $121 billion above expected receipts.

Any rebate would also require congressional approval, which was far from assured. As of the proposal, no legislation had been introduced and Trump suggested payments, if they happened, would not arrive until mid-2026.
